Shanghai daotai from 1897 who refused the 1898 demands to enlarge both settlements and was dismissed in 1899 after the second Siming Gongsuo incident.
Cai Jun (蔡钧, Cài Jūn) was Shanghai daotai from 1897 to 1899, the Chinese official who faced the foreign demands to enlarge both settlements in 1898.
In February and March 1898 the consular body and French consul Georges Gaston Servan de Bezaure (白藻泰, Báizǎotài) asked him to extend the International and French settlements respectively. He refused both. He also refused the French request to transfer title to the Siming Gongsuo (四明公所) property, because it would have breached the agreement of 1878. The French acted alone, the second Siming Gongsuo incident followed, and France used the crisis to press its extension claim.
The Qing court dismissed him in 1899, under pressure from the foreign ministers, because of his stance. He later served as minister to Japan from 1901. After his recall in 1903 he published the Chinese-English newspaper Nanfang bao in Shanghai until it closed in 1908.
