Huang Fang
黄芳Huáng Fāng
Qing official who, as acting Shanghai daotai in 1863, agreed the American Settlement boundary and the tax compact for the French Concession.
Huang Fang (黄芳, Huáng Fāng) was a Qing official who held the Shanghai daotai post on an acting basis in 1862-1863, a period when several settlement boundaries and powers were fixed in writing.
The Shanghai Concessions Gazetteer says he passed the provincial examination in 1835, became Shanghai county magistrate in 1855 and took over the daotai’s duties in 1862. On 25 June 1863 he agreed the American Settlement boundary with the US consul, Seward (熙华德, Xīhuádé). It ran from the Defence Creek east along Suzhou Creek and the Huangpu to Yangshupu, three li north, and then west in a straight line.
On 23 November 1863 he and the French consul agreed nine articles on taxes in the French Concession, fixing the tax on Chinese house rents at 16 taels per 100 a year, divided between the daotai’s defence army and the French police. On 1 December five consuls asked him to agree that jurisdiction over foreigners from non-treaty countries pass to the Municipal Council through the consular body, and he accepted.
