William Crossman

克罗斯曼

Treasury surveyor sent to Shanghai in 1866 to oversee British consular buildings; the gazetteer credits 克罗斯曼 as co-designer of the 1873 consulate.

William Crossman (克罗斯曼) was a Royal Engineers surveyor sent to Shanghai by the British Treasury in 1866 to oversee consular buildings. He left China in 1869, and his assistant Robert Boyce took over the works office. That the gazetteer’s 克罗斯曼 is the same man is an inference from the sources, not something they state.
